Over the years, various groups have tried to establish dog runs in Central Park. But both the Parks Department and the Central Park Conservancy oppose dog runs because, they say, dog runs are not in keeping with Frederick Law Olmsted and Calvert Vaux's original 1858 design. In the meantime, however, dogs are happily allowed to romp off-leash before 9 a.m. and after 9 p.m. in some clearly marked areas. Sections of Central Park where dogs are not allowed at all (such as the Sheep's Meadow) or where they must be leashed at all times (on the Bridle Path or in the Ramble, for example) are also marked with signs.
Since it was formed in 1999, the dog-owners advocacy group Central Park PAWS has vastly improved communications between dog owners and park officials. PAWS works with the Central Park Conservancy to have more canine watering holes attached to human fountains throughout the park, organizes park clean-up days, maintains a website (www.centralparkpaws.org), publishes a quarterly newsletter and a dog-owner's guide to Central Park (it can be downloaded at www.centralparknyc.org/accessguides), and organizes the annual My Dog Loves Central Park Country Fair.
